Why manufacturers set MOQs
Every production run has setup work: patterns, fabric purchasing, cutting and line setup. Minimums make that work worthwhile. Fabric mills also have their own minimums, which pass through to you.
MOQ per style, colour or order
Ask how the MOQ is counted. Some factories count per style, others per colour or per total order. This changes how many units you really need to buy.
